The maintenance (or service) fee is an ongoing charge you pay for the provision of services and facilities provided by the retirement village manager under your contract. Whilst it does cover the maintenance and upkeep of all shared facilities like community centres and gardens, it does not cover internal maintenance that is the responsibility of the resident.
